The company has been acquired by the routes previous owner . A deposit was paid with a promise to pay the remaining balance over time. It is currently believed David has perform his traditional business scam of acquiring the company with a down payment with the intent to skip out on the remaining payments.

While David Bilbrey is servicing his clients pools, he will be building up rapport and relationships in the hopes of winning additional contracting bids. He will give attractive offers to perform various home remodeling projects at a discount. Once a deposit is made, he will perform some of the work, mostly demolition so that legally he can say that he attempted to do some of the work. Depending on the situation, he may try to extort additional funds claiming he under bid and needs more money to finish the project, or he will abandon the project altogether and stop responding to calls.
